THE STRATEGIC PLAN FOR INSTITUTIONAL DEVELOPMENT
for 2012-2016


FACULTY OF ANIMAL SCIENCE AND BIOTECHNOLOGIES’ MISSION AND OBJECTIVES

The Faculty of Animal Science and Biotechnologies from Timisoara has the fundamental mission to train engineering type specialists for one of the most complex domains of our national economy. They have solid theoretical and practical knowledge, being capable to manage more and more complex aspects of animal science and agriculture in our country, according to the new agriculture-related legislation, to the dynamics of the agricultural land as well as to the European legislation. Our faculty is also preoccupied with scientific research activities in order to train future graduates to become teachers in the highschool and university education system.

The main objectives of the Faculty of Animal Science and Biotechnologies in order to fulfill these missions are:
- ensuring the number of students in accordance with the technical and material base and also with the labour force market’s level of absorbtion;
- developing and updating the technical and material base in order to ensure a modern learning process and to sustain the scientific research;
- improving the quality of the learning process and the scientific research;
- ongoing study through Master and Phd programs;
- updating the graduates’ training from the Faculty of Animal Science and Biotechnologies’ influence area through specialized training;
- consultancy offered to businesses from the animal production domain.

Achieving these missions is based on fulfilling the following specific objectives:

1. Training competent engineers in Animal Science and Biotechnology specializations capable to manage complex technological and biotechnological processes that would allow them to obtain financially competitive products and services, pollution free for the environment, and of a higher quality.
2. Training specialists in Animal Science field capable to continue the research in their domain.

 
THE TEACHING DEVELOPMENT STRATEGY

- The teaching activity must be the main concern of our teachers so that it would lead to achieving the faculty’s mission;
- a higher flexibility of the curricula according to the labour force market and in accordance with the quality requirements of the higher education system (the reference standards and performance indicators within the domain);
- a higher flexibility of the content of the curricula according to the evolution of the orientation and of the technologies in animal raising, agriculture biotechnologies and aquaculture;
- fewer elective courses and more optional courses in the curricula;
- extending the common core of the curricula to include the third year as well for the Animal Science, Pisciculture and Aquaculture Bachelor Study Programs;
- continuing to review the content of the study programs (basic preparation, specialty and practical training) that would provide graduates with the cognitive and specialty competencies required by the labour market, after the graduation of the first cycle of studies;
- curricula that are compatible with the Romanian and EU faculties of the same profile;
- preparing self-evaluation reports in order to carry out the periodical evaluation of the Bachelor and Master Study Programs;
- continuing the evaluation of the analytical curricula in order to identify and eliminate the overlapping of the topic content of the subjects within the same Study Programs, as well as the consistency between the topic content, the objectives and the cognitive and professional competencies;
- implementing modern methods of teaching and knowledge evaluation that would ensure high standards of professional performance for our graduates;
- keeping the ranking of the Agricultural Biotechnologies Bachelor Program in the “A” category and the Animal Science domain in the “B” category or even promoting it into the “A” category;
- moving to formative education based on the students’ work, with an emphasis on the practical applications/applicative activities;
- modernizing the teaching process regarding the methods of delivery, assimilation and knowledge evaluation (increasingly using modern communication and teaching methods such as e-mail, personal webpage for topic and bibliography, interactive board, video projector, etc);
- the continuous updating of the courses content and making the course support available to the students in various forms;
- establishing partnerships with commercial institutions and businesses from the domain within which the students can do practical training activities;
- organizing post graduate teaching modules (professional life-long learning) with specialized subjects in the Animal Raising, Agricultural Biotechnologies and Aquaculture domains;
- using all the available methods to attract highschool graduates for higher training in the Animal Raising, Agricultural Biotechnologies and Aquaculture domains by visiting highschools, advertising the educational offer in mass media, printing a single leaflet containing BUASVM Timisoara’s educational offer and presenting it in personalised, candidate friendly, promotional materials;

 

THE SCIENTIFIC RESEARCH DEVELOPMENT STRATEGY

- involving the teaching staff in the contractual research, stimulating young teachers to participate in research projects;
- validating the research laboratories by the Faculty of Animal Science and Biotechnologies Council in order to prepare for the periodical evaluation of the bachelor and Master Study Programs;
- creating an interdisciplinary research structure within the faculty that should apply for various grants as well as for internal and international research projects;
- accrediting the laboratories that meet the necessary requirements, with the help of the University;
- the participation of the teaching staff as partners in the collective interdisciplinary research done between the departments of the faculty, and of the university (the Research Institute for Sustainable Agriculture and Food Safety), across the country in order to access grants/research programs;
- keeping the tradition of organizing the Annual International Scientific Symposium as a method of capitalizing on the teaching staff, Phd students and Bachelor students’ scientific research and also as a method of promoting the Faculty image and establishing professional contacts with teachers and researchers from the country and abroad;
- rewarding the best scientific papers presented by young teachers and Phd students;
- attracting Bachelor and Master Students in scientific research activities and making the best use of the scientific research results;
- including the individual research programs in the Faculty of Animal Science and Biotechnologies and BUASVMT‘s deparments’research plans;
- partnerships and collaborations in research that would result in having scientific papers published in ISI rated journals, with SRI.

 

DEVELOPING THE HUMAN RESOURCE

- the task description will be made for each department, according to the subjects and the number of hours allocated for each subject contained in the curricula of the study programs as well as according to the number of students in groups.
- when drafting the task description, the No1./2011 national education law norms as well as the provisions from the internal rules and regulations, approved by the BUASVM from Timisoara University Senate, will be observed;
- in order to reduce the budget effort regarding the teaching staff’s salaries, the courses for the subjects that are common to the three study programs will be normed once only;
- the distribution of the curricula subjects per teaching position/staff will be done (considering the professional qualifications of the teachers) by the Department Bureau, it will be finalised in the Department’s teaching staff meeting and it will be approved by the Faculty of Animal Science and Biotechnologies Council;
- according to the faculty’s needs, recruiting young teachers will be made from our faculty’s Phd students;
- involving the Phd students in doing the practical works from the vacant jobs;
- the promotion of the teaching staff will be done without any discrimination based on professional performance criteria, established by the law, the involvement in the academic community as well as according to the faculty’s strategic development program;
- encouraging and supporting the young teaching staff to meet the new promotion criteria;
- professional development of the teaching staff through inter-university exchange programs in the country and abroad.

 

THE DEVELOPMENT OF THE MATERIAL BASE

- identifying partners from the country and abroad interested in providing equipment for the research laboratories;
- consolidating the research infrastructure through providing equipment especially for research labs through accessing community structural funds;
- requesting the help of the University management for investments in reabilitating the shelters and licence spaces/research in didactical farm;
- providing computers and video projectors for the RAL (Reduced attendance Learning study program) training room and connecting it to the e-learning platform;

 

ATTRACTING FINANCIAL RESOURCES

- supplementing the financial resources through projects with both European and structural funds, donations, sponsorships, co-financing, various fees;
- encouraging the departments’ initiatives to attract new sources for extra budget income;
- attracting a bigger number of paying students for the Bachelor, Master and Phd Programs;
- diversifying the services offered to third parties through consultancy activities, providing services, ongoing training, lab tests, etc;
- stopping the unnecessary financial resource wasting of the allocated funds.

 

INCREASING THE NATIONAL AND INTERNATIONAL REPUTATION OF THE FACULTY

- consolidating the partnership relations with prestigious universities from the country and abroad, that focus on scientific collaboration, teacher and student exchange programs;
- keeping the efforts to establish strategic partnership relations with prestigious universities from abroad (France, Greece, Poland);
- diversifying the methods to promote the faculty’s image in the country and abroad;
- participation of the teaching staff, Phd students, post-Phd researchers with scientific papers in national and international symposiums;
-increasing the number of papers published in prestigious journals, IDB indexed and ISI rated.


THE STUDENTS

- maintaining, at least within the present limits, the number of budget students through the tuition figures approved by MEC;
- identifying efficient retention solutions and also solutions for the admitted students to continue their studies without lowering the quality of their professional training;
- introducing a new tutorial system to make the students aware, from the beginning, of the steps they need to take during their studies, by making the programme coordinator more responsible;
- surveying the students opinion regarding the teaching process, and study conditions through organizing meetings with the students representatives;
-making a better use of the students’ opportunities for professional training (Bachelor, Masters, Phd) in similar profile EU universities;
- supporting and making the students aware about obtaining certain rights stipulated in the current legislation;
- attracting and stimulating the students’ participation in the scientific activities of the subjects from the curricula of their study programme;
-creating a partnership relation between the students and the teaching staff so that they both take their responsibilities;
-considering the students social partners, there will be willingness to solve their problems according to BUASVMT Charter and to the regulations specific to each university.

 COLLABORATIONS

In the following period our aim is to develop collaboration relationships with local and international higher education institutions and research institutes, and also with local research institutes and animal breeding industrial complexes.

THE MANAGEMENT STRATEGY

- involving all the teaching staff, especially the members of the Faculty’s Council in solving the Faculty’s problems;
- improving the communication between the Dean’s office and the Academia through regular meetings with the teaching staff and the students;
- making the professional committees within the Faculty’s Council more responsible;
- promoting the image of the Faculty of Animal Science and Biotechnologies on their internet site and the BUASVM from Timisoara site;
- collaboration with the other profile faculties from the country and establishing relationships with other similar faculties from abroad;
- collaboration with the other faculties within BUASVM from Timisoara and maintaining a professional working environment;
- improving the activity of the Faculty’s secretariat through continuous procurement with modern office supplies, students’ administration and record keeping computer software.
